The paper says U.S. student groups concerned with apartheid or with Southern Africa have tended to plan a grand campaign on the level of national groups, which rarely penetrates to more than a few isolated local situations. The paper outlines priorities for local strategies, which include educational work, continuing self-education of a core group, and organizing and sustaining a group focused on action. Fundraising for scholarships or for defense and aid is important, as is picking a target related to U.S. disengagement. The paper also discussed the role of national organizations.
