This memo was based on observations in grocery, farm implement, and department stores in Salisbury. Wiley entered Rhodesia from Zambia, despite having been declared a Prohibited Immigrant in 1963, in order to do this research about corporations violating sanctions against Rhodesia. He sent the memo to the American Committee on Africa.
