This proposal describes an event to be held at the Michigan Capitol to seek to move the pension fund divestment legislation (House Bills 4770 and 4771) out of Committee and to the Senate floor for a vote. It proposes to recruit enough people to hold hands around the capitol in order to create an unusual political event that will draw attention from legislators and the media. The document was created by staff of legislators sponsoring the divestment bill. [Note: "Hands Around the Capitol" did take place and was successful in its goal.]
