Mailing including a cover letter from Projects Director Dumisani Kumalo, a petition, and the leaflet "Congressional Leadership Plans to Eliminate Special Aid Fund for Africa." Kumalo describes plans to deliver petitions and resolutions urging Congress to oppose cuts in assistance for poor people in the U.S. and in Africa. The action will be on April 4 1995, 27 years after Dr. Martin Luther King, Jr.'s assassination. Speaker Newt Gingrich and others are determined to destroy the safety net that includes the Head Start Program, crime prevention funding, and welfare. Republican Senator Mitch McConnell (R-KY), chair of the Senate Foreign Operations Subcommittee, has vowed to abolish the Development Fund for Africa (DFA) which guarantees Africa money for roads, schools, immunization programs, and water purification. Last year, Congress approved only $802-million for the DFA out of the total Foreign Aid Budget of $13.6-billion. The International Affairs Committee of the U.S. Conference of Mayors has passed a resolution urging Congress to maintain support for the disadvantaged in the U.S. and Africa. People are urged to: (i) ask city and state representatives to pass the enclosed non-binding resolution urging Congress to maintain aid for the poor at home and abroad; (ii) throughout Black History Month, collect signatures for the enclosed petitions; and (iii) write to key members of Congress urging that they continue and adequately fund the Development Fund for Africa. Also, insist that aid for disadvantaged people in the U.S. be continued. The leaflet urges people to write the Senate and House subcommittee chairs responsible to approving foreign aid to ask them to include a specific earmarked amount for Africa. The mailing discusses Senate Committee on International Operations, Rep. Sonny Callahan, Subcommittee on International Operations, House of Representatives; the Reagan administration; President Bill Clinton; and the Congressional Black Caucus.
