The mailing from Jennifer Davis urges people to lobby Congress about sanctions and asks for donations to the American Committee on Africa (ACOA). Davis says only economic sanctions can stop South Africa's escalating repression. ACOA has built grassroots support for sanctions, helping to pass a bill in the House of Representatives to cut off U.S. investment and trade with South Africa. Davis shares an example of successful lobbying with a member of the House through contacts from his constituents. Lobbying now needs to focus on the Senate. ACOA has stretched its slender resources to help win the victory in the House, says Davis, bringing on extra staff, doing special mailings, and calling people across the country. She quotes Archbishop Tutu, who risked arrest in South Africa to ask, "What must our people say, which they have not already said, to make the world begin to care?" The mailing includes a collage of newspaper clips including "STATE OF EMERGENCY, Rule of the big stick" and "House Passes Bill For Disinvestment From South Africa" by Edward Walsh.
