The newsletter says on June 21 the International Court of Justice made a landmark ruling on the question of the "consequences for states of South Africa's continued occupation of Namibia"; the Court held that South Africa's administration of Namibia is illegal and called for an immediate South African withdrawal from the Territory; the United Nations Council for Namibia is designated as the legal government of the Territory in preparation for self-government. The newsletter says Jennifer Davis testified on behalf of ACOA before the House Subcommittee on Africa on June 16 on the flow of strategic equipment, such as light aircraft and helicopters, from the U.S. to both South Africa and Portugal; she especially cited the legal fiction of the State Department enforcement of the Arms Embargo on South Africa, since, in the case of civilian-type light aircraft, mechanisms already exist for integrating these craft into the South African military force to be used against the freedom struggle of the people of South Africa; she concluded with a call for an embargo on all equipment and technology which can in any way assist the Portuguese and South African governments in their war against the people of southern Africa. The newsletter says Dick Leonard represented ACOA at a conference for a Gulf Boycott organized by the Gulf-Angola Committee of the Congregation for Reconciliation in Dayton, Ohio.
