TransAfrica Forum initiated the TransAfrica Forum Policy Institute in August 1995. Its primary function is to contribute to informed policy debate through analysis of issues and development of a range of innovative foreign policies. These policies will be based on the principle that, in this increasingly interdependent world, U.S. foreign policy should create conditions that will serve the interests of the people of both the African world and the United States. The institute will sponsor a Policy Dialogue Series that will bring together diverse constituencies to collaborate to formulate innovative, alternative U.S. policies toward Africa and stimulate broad-based discussion and debate about policy alternatives. The institute will identify four critical issues each year, invite a consultant to prepare a policy proposal on each, and host a public forum to critique each proposal. At each forum, the consultant will present the policy proposal, and two respondents will give their reactions. Discussion among participants will follow, based on a rule of non-attribution.
