Mailing to members of the Board of the Washington Office on Africa that asks for additional funding for a special campaign on the crisis in Zaire. USAID's Office of Foreign Disaster Assistance will release soon an assessment of Zaire's needs. According to Dick Anderson of World Relief, who interviewed 50-60 people in Kinshasa in February, 1992, most people are eating only one meal a day and half of the population is being deprived of basic food. Hospitals have closed due to a lack of medical supplies, and the banking system is completely dysfunctional and inflation has skyrocketed. Throughout this emergency, U.S. policy remains stagnant. Since September 1991 WOA has been working with the Zaire Task Force of the Southern Africa Working Group (SAWG) to highlight the situation in Zaire, and since January 1992 it has coordinated meetings with the State Department and the National Security Council and sponsored a briefing and strategy discussion. WOA's current plans include: producing a policy paper on Zaire, organizing a Capitol Hill Briefing co-sponsored with Senator Paul Simon (chair of the Senate Africa Subcommittee) and the National Council of Churches (NCC) Africa Office, and organizing a grassroots mobilizing effort. Board members are asked to consider a donation earmarked for this campaign or one of its projects. The mailing includes ZAIRE TASK FORCE 1992 EMERGENCY CAMPAIGN BUDGET.
