The Executive Summary listed seven recommendations: U.S. policy should assist with preserving and extending hard-won democracy and should help countries meet their citizens' basic needs; U.S. aid should be increased, or at least maintained and effectiveness of aid programs should be evaluated and monitored; trade and investment should expand, for mutual benefit; and the U.S. should establish special relationship with South Africa, because a successful transition there will benefit the whole region. A grant from the Carnegie Corporation funded the trip.
