Text of a petition requiring signatures of registered voters numbering not less than five (5) percent of the vote cast in Berkeley for all candidates for Mayor of the City of Berkeley, California in the last such election, to present to as an Initiative Ordinance. Such a proposed ordinance is to be adopted by the City Council or else submitted to a vote of the people at the next occurring general municipal election. The ordinance shall be known as the Responsible Investment Policy Ordinance of 1979. The petition says the apartheid government of the Republic of South Africa is engaged in systematically denying the basic social, economic and political rights of the vast majority of the populace. U.S. investments in South Africa shore up the current regime and thus support the continued existence of apartheid. The petition says it is a desire of the people of Berkeley that all public and quasi-public agencies, particularly the University of California, act to remove investments from banks, other financial institutions, and corporations doing business with the Republic of South Africa. The petition includes sections on the Citizens Committee on Responsible Investment Policy, City Council Action Required, Divestment by Other Public Agencies, Maximum Investment Return, Compliance with Investment Laws, and Legal Responsibility of the City Council.
