The mailing says right-wing anti-liberation attacks are continuing in Congress; latest are three House amendments to HR1777, the State Department Authorization Bill, the first introduced by Swindall (R,GA) and two others introduced by Burton (R,IN); all three were approved by voice vote last week. The mailing says immediately after the July 2-6 recess, the Senate will be considering Sl394, the State Department Authorization Bill, already passed by the Senate Foreign Relations Committee without the above amendments; the right-wing will try to amend it; since progressive forces in the House failed to challenge them, it is imperative that such proposals be defeated in the Senate; then, the ensuing conference committee should be able to remove all of them from the final version of the bill. The mailing says S1228 (Sen. Dole, R, KS) has been referred to Committee on Finance, where it will probably die; but Dole plans to add two amendments to section 18 of the trade bill in mid-July with the same content; his first amendment would authorize the US seizure of the contents of any ship which had called at a Cuban port in the last six months; his second amendment would ban all trade (import and export) with Angola. The mailing say the Pressler amendment which denies economic assistance to Southern African countries if they do not denounce "necklacing" is being modified in conference to deny aid to those countries harboring individuals practicing "necklacing"....a slight improvement. The document asks people to contact Senator Cranston's office in Los Angeles, San Francisco, San Diego or Washington, DC. The document discusses Representative Pat Swindall, Representative Dan Burton, the ANC (African National Congress), SWAPO (South West Africa People's Organization), the PLO (Palestine Liberation Organization), travel restrictions, "communist" nations, PRC (People's Republic of China), Soviets, Cuba, Nicaragua, restriction on US contribution to UN projects, freedom of speech and movement, the Supplemental Aid Bill - FY 1987, and SADCC (Southern African Development Coordination Conference).
