The action alert says Senator Bill Bradley (D-NJ) and Representative Matthew McHugh (D-NY) have introduced S 1474 and HR 3633 to prevent any further aid to the UNITA rebels without full Compressional debate. The bill would require public acknowledgement and debate of any further funding of military or paramilitary operations in Angola. It is very similar to the amendment to the Intelligence Authorization Bill offered in committee by Rep. Lee Hamilton in the House in September 1986. A June 17, 1987 article in the New York Times reported that the Reagan Administration was sending $15-17 million to UNITA in 1988. Tremendous human suffering has been caused by South Africa's war of destabilization in Angola; over 22,000 Angolan civilians have been mutilated by landmines planted by the UNITA rebels, and over 600,000 Angolans have been displaced within their own country. The Washington Office on Africa Educational Fund has a fifteen-minute video, "Destabilizing Angola," and written materials available. People are asked to write to the leaders of the key Congressional Committees - Claiborne Pell (D-RI), the Chair of the Senate Foreign Relations Committee; Senator Paul Simon (D-IL) Chairman of the Senate Africa Subcommittee; Representative Louis Stokes (D-OH), Chairman of the House Intelligence Committee; and Representative Howard Wolpe, Chairman of the House Africa Subcommittee. Also, contact individual Senators and Representative and organize an educational event about the war in Angola in your community. The action alert mentions Congress, the Senate, the House of Representatives, support of U.S. recognition of the Angolan government, food aid, UNICEF, and the South African defense budget.
