Letter to Mr. Vincent Hallinan from Miloanne Hecathorn seeking money to print a comprehensive "how to" manual, "Our Town Out of South Africa," about conducting initiative campaigns, which is based on the Responsible Investment Ordinance that Berkeley voters overwhelmingly passed in April 1979. This Ordinance stated that no municipal funds could be invested in financial institutions lending to South Africa. The "spread effects" have been spectacular; many organizations and individuals have contacted us; already, Oakland's School Board voted to withdraw its funds from banks doing business with South Africa.
