The letter introduces a Campaign Against U.S. Intervention to key grassroots organizations on Central America and Southern Africa. Legislative The Senate Foreign Relations Committee voted 12-2 to repeal the Clark Amendment and to set conditions for sending military aid to any group in Angola. The vote came one day after the House Foreign Affairs Committee voted 19-5 to retain the Clark Amendment, which prohibits direct or indirect covert military assistance to any party in Angola without Congressional authorization. It was passed in 1976 after revelations of massive CIA paramilitary involvement in the Angolan civil war. The Reagan Administration has requested repeal of the Clark Amendment, which will be considered by the full House and Senate this summer. Botha's visit to the U.S., defense attaché sections of U.S. and South African embassies, navy ships, South African ports, enrich raw uranium supplied by South Africa, France, fuel rods, nuclear power plants, the Department of Defense Authorization Bill (H.R. 3519), MX missile, the African National Congress (ANC), Constand Viljoen, the South African military, South African commandos invaded Mozambique, Deputy Assistant Secretary of State for Africa Lannon Walker, the Popular Movement for the Liberation of Angola (MPLA), the National Front for the Liberation of Angola (FNLA), Zaire, the National Union for Total Independence of Angola (UNITA), United Nations Security Council Resolution 435, the Western Contact Group, the Southwest African People's Organization (SWAPO), a ceasefire proposal, the Democratic Turnhalle Alliance (DTA), and Cuban troops.
