The document opens with a quotation from an address by General Yakubu Gowon of Nigeria to the Organization of African Unity (OAU) summit meeting of African and Arab leaders in Addis Ababa, Ethiopia. Arab and Black Africa leaders have reaffirmed a commitment to work together toward the solution of the "common problem" of the Middle East and Southern Africa conflicts. The document says Israel's occupation of the Sinai has since 1967 amounted to an intolerable violation of Africa's territorial integrity. The most compelling reason for the strong African response seems to have been an appreciation for the suffering and struggle of the Palestinian people. Israel's economic and military relationship with the Republic of South Africa brings this into even clearer focus. The report discusses the ten-year-old war in Southern Africa, where freedom fighters in Mozambique, having long ago wrested from the Portuguese the Northern sectors, had begun to successfully penetrate further south. The Portuguese were stalemated in Angola, small ambush forays began to proliferate in Zimbabwe (Rhodesia), and Guinea-Bissau declared its independence. North African Arab nations have contributed generously to the liberation campaigns in the South. Increasingly, Black Africa perceives the Palestinian struggle in the same light.
