Memorandum about a meeting to be held on October 18 at the home of Donald Harrington. At a recent meeting of the Steering Committee, it was proposed that we have a special informal meeting of the Executive Board. This is important because at our next regular Board meeting, scheduled for November 14, we must adopt a budget and a general program for the next year. Since so many things are happening in Africa that may affect our plans for the next year, it is hoped that we can get a good attendance for a preliminary discussion. I am enclosing a memorandum which might stimulate some discussion at the meeting.
