The Ministry of Development and Economic Planning had established a special agency to deal with international NGO support. While he was there he had presented Marcelino dos Santos, Minister of Development and Economic Planning an account of $25,000 from the Africa Fund - $10,000 for the establishment of Sanitary Posts and $15,000 for the agriculture implement program. Jennifer Davis made a brief report on Research and Literature. Background testimony before Senator Clark had been well received. Andrew Norman stressed that South Africa was adopting a new strategy, attempting to persuade the world in general and the U.S. in particular that the old “white vs black” picture was changing. By stressing the ‘independence’ of the Bantustans, they would try to undermine critics who condemned western links with the South African regime. It was agreed that the events unfolding in Angola gave but a small foretaste of what was likely to happen in South Africa. Projects were proposed in 8 categories with a special emphasis on the first three: South Africa, Namibia, Zimbabwe, Mozambique, Guinea-Bissau, Cape Verde, South Africa political prisoners – legal defense emergency aid.
