The mailing includes a statement adopted by the ACOA board on June 14. It was adopted before Secretary of State Vance's speech in Atlantic City in which he tried to put the Carter administration policy back on an even keel. It is obvious that there are different voices and forces at work in the administration that are not in agreement on Africa policy, which leads to confusion and mix messages.
