Newcomb • Some Thoughts on ACOA Program • The minutes discuss a picket at the South African Consulate, speakers at Freedom Rally at Manhattan Center (including Mrs. Roosevelt, Sen. Javits, Roy Wilkins, and Dean Pike), Adelaide Schulkind, reception for Togolese petitioners at the U.N. at the home of Zelma Brandt, loan fund for African students, Keith Irvine, A.C. Thompson resigning as ACOA's U.N. representative, the Gunther-Declaration of Conscience mailing, George Houser, Peter Weiss, Donald Harrington, Nelson Hengston, Elizabeth Landis, Bayard Rustin, William X. Schienman, George W. Shepherd, Robert Trentlyon, Dale Harrison, and Gilbert Jones. Given limited staff and resources, the Program Committee recommends that ACOA focus on issues being debated at the United Nations and on U.S. policy in relation to these issues. Many key African leaders come to the U.N., so ACOA has opportunities to build relationships with them, such as leaders from Algeria, Togoland, the Cameroons, and Tanganyika. George Houser suggests holding a conference and prepare a special issue of Africa Today on U.S. policy, producing a pamphlet on the Algerian situation, work with the U.N. Trusteeship Council, prepare a lecture tour for Chirwa, work on the South Africa Defense Fund, hold conference on U.N. issues, make contact with U.S. mission to the U.N., and media work with African petitioners.
