The press release says Mncadi was born in Natal Province, Ixopo District, and she left South Africa in 1982. Mncadi received a Bachelor of Arts in Law in 1984, and a Bachelor of Laws in 1986 from the University of Swaziland. From 1987- 1989, Mncadi was first a Pupil Crown Counsel and then Crown Counsel with the Attorney General's Chambers, Swaziland. In September 1989, Mncadi began her current position with the ANC. Mncadi is currently working on ANC constitutional guidelines for South Africa, particularly regarding local government. She also works on "everyday" ANC legal problems (at their Lusaka headquarters) such as adoptions, landlord tenant issues, and drafting official documents for ANC members. There are 4,000 ANC members living in exile in Zambia.
