The document makes the case for stopping the U.S. sugar quota for South Africa. Sugar is an important part of the South African economy and a large earner of foreign exchange. An expansion of the industry will increase the acreage of sugar cane cultivation, and new sugar mills are being erected in the Natal Midlands at Jaagbaan and Dalton and planned in the Malelane and Blyde River/Hoedsoruit areas in the Eastern Transvaal.. Additional quotas have been allocated to growers in the Melmoth area of Zululand. South Africa first received a sugar quota from the U.S. in 1962. After the U.S. stopped buying sugar from Cuba, its sugar imports are allotted (in rank order) to Mexico, the Dominican Republic, Brazil, Peru, Australia, the British West Indies, Taiwan, India, Ecuador, and South Africa. The paper argues that the quota supports bad labor conditions for Black workers in South Africa. [Sue Orrin, whose name appears at the top of the document, was the Washington Representative of the American Committee on Africa (ACOA) in 1967. Gary Busch worked for the United Auto Workers (UAW) and was for a time on ACOA's Board.]
