The memorandum says the Southern Africa Project has been receiving alarming reports concerning the systematic abuse and torture of detainees in South Africa; these report are occurring in the context of arrest and detention without charge or trial of South Africans unprecedented since the State of Emergency in 1960. The memorandum includes a newspaper article "Judge acts on beating allegations". The memorandum includes affidavits by Reverend Hamilton Mvumelwano Dandala, Ihron Rensburg, Vusumi George, and Makaya Sam.
