Contents: WAR WITHOUT END • The newsletter says the governments of Angola, Botswana, Namibia, and Zimbabwe have protested to Pretoria because of South African overflights of their territories, starting just after the September 29-39 elections in Angola when UNITA failed to win a majority of parliamentary seats and UNITA leader Jonas Savimbi came in a close second to Angolan President Jose Eduardo dos Santos, necessitating a runoff for the presidency. Savimbi denounced the results as fraudulent despite the judgment of United Nations and other international observers that the elections were generally fair and honest. The newsletter reports that the Harare HERALD says that South African security forces are backing the resurgent UNITA, urging the rebel movement to seize power before President-elect Bill Clinton assumes office on January 20, 1993.
