Contents: In Congress • Senate Anti-Apartheid Bill • The newsletter says in his June 18 press conference, which was mostly about the Beirut hostage crisis, President Ronald Reagan was asked about U.S.-South Africa relations in the aftermath of Pretoria setting up its government in Namibia, the foiled raid on the Cabinda oil installation, and the South African Defence Force assault across the border into Gaborone, Botswana. Reagan made no criticism of the South African raid. The newsletter says Congressional action on South Africa will reach a decisive stage after the July 4th recess. On June 11, the Senate by 63 to 34 voted to repeal the Clark Amendment, which prohibits the U.S. government to involve itself in the Angolan situation. ECSA urged people to press Representatives and Senators to uphold the Clark Amendment. The Senate version of the Anti-Apartheid Act of 1985 is considerably weaker than H.R. 1460 passed by the House of Representatives. The House bill provides for no further investments in South Africa effective upon enactment, while the Senate bill allows until March 1987, unless the President determines that system of apartheid is being dismantled.
