Report on a conversation about efforts to get a Declaration of Principles through the Security Council. Apparently the U.S. was disappointed that it had not gone through as expected and that liberation movements were opposed. The original U.S. plan was to have the Security Council adopt the Declaration of Principles and then have the five ambassadors meet with Vorster to try press him for action. McHenry said pressure on South Africa was to put pressure on Ian Smith and also for change in apartheid. The five ambassadors went ahead and met with Vorster, which McHenry believed indicated that South Africa would be prepared to meet to talk about Namibia. Andy Young dropped in and asked for any wisdom about Zaire. Houser said he was glad the administration had not maximized the involvement of Russians or Cubans or Angolans, as Kissinger might have. Houser and McHenry briefly discussed the Zimbabwe Development Fund, about which there is no clear plan. McHenry said again that the U.S. is opposed to the Turnhalle plan and backs the U.N. position on elections. McHenry seems to agree not to negotiate with Smith about Zimbabwe and that the real key are the Zimbabwe movements, South Africa and Britain. McHenry said there is a long list of policy options regarding South Africa that are all in the discussion stage.
