This is a dictated document (not a final paper) making an initial assessment of the Carter administration's policy toward southern Africa. The situation in South Africa is now revolutionary; the aim and intention of the liberation movements is to overthrow the old system. Whites correctly perceive that they will not be able to control changes in the political system. US policy cannot cling to the hope that remedial reforms in business practices that bring the black population into the system will suffice. To still hold to this reformist philosophy is to delude the American people, to attempt to delude the Africans, and to lead towards international strife, with the United States again backing up a white minority intent on preserving its position and power.
