Mailing of the Unlock Apartheid's Jails campaign to Southern Africa Support and Human Rights groups. The mailing says apartheid repression has never been a case of overzealous police or security forces running amok; it has a complicated legal framework of laws including the Internal Security Act No. 74 (ISA), the Public Safety Act, No. 3 of 1953(PSA), and the Public Safety Amendment Act No.67 of 1986 (PSAA); among the many cosmetic reforms presented to the international community as signs of the demise of apartheid has been the "scrapping" of these repressive laws. The mailing says the ISA is permanently in force even when there is no state of emergency in existence.
