Since the issue of University Retirement System investments in South Africa-related companies was first raised, proposals for divestment have been deferred while Regents waited for the Treasurer's Report. Now that report has been released. It contains a highly inadequate analysis of the situation in South Africa, and a misleading assessment of alternative investment strategies. The report includes a reprint of "A deadline for South Africa" by Leon H. Sullivan. The report mentions apartheid, constructive engagement, financial implications of divestment, U.S. companies operating in South Africa, the Standard and Poor 500 (S and P 500) index, a South Africa-free (SAF) portfolio, Professor Halbach, pass laws, Gatsha Buthelezi, the African National Congress (ANC), U.S. investment, the economic and military self-sufficiency of South Africa, the National Key Points Act of 1980, the South African Defense Forces, weapons, petroleum, civil unrest, industrial sabotage, automobiles, computers, U.S. loans, IBM, Mobil, troops, Gov. Cuomo of New York, Federation of South African Trade Unions (FOSATU), the College Retirement Equities Fund (CREF), the Teachers' Insurance and Annuity Association TIAA), the Surplus People Project, Bishop Desmond Tutu, Crossroads, the Catholic Bishops Conference, Goodwill Zelithini, the United Democratic Front (UDF), Nelson Mandela, Lucy Mvubelo, Dr. Motlana, independent trade unions, ARMSCOR, and the Schlemmer survey.
