The memorandum says the United Nations plan for Namibia's independence stipulates that the Koevoet, a counterinsurgency unit known for its brutality, must be disbanded; but instead, South Africa's Chief of Police in Namibia, General Dolf Gouws, has moved to integrate the 3,000-man force into the regular police force. The memo includes two newspaper articles - "SA 'manipulating' Namibian poll" by David Beresford and "Whites resist loss of control" by Billy Paddock - and SOUTH AFRICAN KOEVOET UNIT TO "MAKE WAR" IN POLICE GUISE, by Namibia Communications Centre in London. It also includes sworn affidavits by Paulus Davids and Petrus Joseph.
