ANC President Nelson Mandela has indicated that the negotiations to end apartheid have reached such a critical stage that he hopes the conditions for the lifting of sanctions may be met as early as next month. The ANC has stated that they will call for the lifting of sanctions when the following conditions have been met: 1) the establishment of a Transitional Executive Council (TEC); 2) independent Electoral and Media Commissions; 3) enactment of a Transition to Democracy Act; and 4) an announced date for constituent assembly elections. People are asked to prepare now for the lifting of sanctions by pressing state and city officials to adopt the investment guidelines set out in the Platform of Guiding Principles adopted by the ANC and COSATU (enclosed), which begins to repair the damage left by apartheid. When sanctions are finally lifted, demand that the companies in which public funds are reinvested abide by these principles in order to encourage companies to resume investment in South Africa in a socially responsible way. The Africa Fund has begun campaigning to make sure that the upcoming elections are free and fair. It is concerned that continuing apartheid violence is threatening the whole democratic process; the assassination of Chris Hani is a wake-up call for those who were lulled into believing that things have changed sufficiently in South Africa.
