While the potential for real change has never been greater, old style apartheid brutality was only covered by a new veneer of subtlety. The Human Rights Commission reports the heaviest use of detentions since fall of last year in response to the defiance campaign of 1989. The government's campaign at the top level to sell itself as moderate and reformist are not evident in its dealings with the people by the regimes surrogates and enforcers.
