A cover letter and LEGISLATIVE UPDATE: SELECT LEGISLATION RELATING TO AFRICA. The Update covers several Africa-related bills, including H.R. 3225, The South Africa Transition to Democracy Act, which repeals all remaining federal sanctions against South Africa and seeks to establish a framework for future U. S. policy towards South Africa. On September 24, Nelson Mandela, President of the African National Congress (ANC), addressed the United Nations and called on the international community to lift all economic sanctions against South Africa. On that same day, the U.S. Senate introduced and passed legislation lifting the remaining federal sanctions. Security Council, and military assistance.
