The mailing says I am enclosing for your information testimony from Senate hearings on Zaire earlier this month, as well as several recent news items on Angola; despite the desperate situation in these two countries, even major events--such as late May's Unita massacre of over 200 civilian train passengers--are failing to reach the U.S. media. The mailing says in general the Clinton administration is taking positions in favor of democracy in the two countries, calling for Mobutu and Savimbi to cooperate with the legitimate governments; but there is no strong momentum within the government to move on to systematic pressures-such as the concrete steps against Mobutu suggested in Steve Askin's testimony or an active campaign to block arms supplies from reaching Savimbi from Zaire or South Africa. The mailing asks people to send messages of appreciation for U.S. statements in support of democracy and urging more effective follow-up action to George E. Moose, Assistant Secretary of State for African Affairs, Department of State and copies of the message to Senator Paul Simon, African Affairs Subcommittee, Senate Foreign Relations Committee and Representative Harry Johnston, Africa Subcommittee. House Foreign Affairs Committee. The mailing discusses Belgium, France, arms exports, U.S. recognition of Angola, public statements, policy, violence, President Mobutu, and Jonas Savimbi.
