Mailing seeking donations to the work of the Washington Office on Africa. The mailing says as many of you are intimately aware, the situation in Zaire has deteriorated; even the usually cautious State Department studies suggest that the ongoing crisis in Zaire is potentially greater than the Liberian or Somalian tragedies; on behalf of the Washington Office on Africa, I am writing to ask you to join us in averting this catastrophe. The mailing says in January, looting and killing by the Zairian military escalated as soldiers swept through Kinshasa and killed over 1,000 people including the French Ambassador, Phillipe Bernard; for more than three years the people of Zaire have struggled to implement a process of democratization and Mobutu Sese Seko--accustomed to rule by force for 28 years-has blocked the process at every turn. The mailing discusses Etienne Tshisekedi, Faustin Birindwa, the High Council of the Republic, Archbishop Monsengwo, the Sovereign National Conference, Shaba, the Baluba, Nguza Karl-I-Bond, U.S. banks, an embargo on U.S. arms sales to Mobutu, diplomatic sanctions, Kasai, the Clinton Administration, Congressman Donald Payne, House Concurrent Resolution 128, President Bush, civil rights, human rights. Senator Paul Simon, the Africa Office of the National Council of Churches, and the United Nations.
