These information sheets discuss African countries that are in various stages of the struggle for democracy, and where U.S. government activity has often blocked the development of a more inclusive political system. The mailing says Morocco, which illegally occupies Western Sahara, has been a longtime ally of the U.S. and during the 1980's financially supported UNITA at the request of the Reagan administration. A longer background paper on the Western Sahara is also available upon request. The mailing includes THE STATUS OF THE UN PEACE PLAN FOR THE WESTERN SAHARA by Daniel Volman that asks people to send letters to President George Bush, Secretary James Baker, Representative Mervyn Dymally, and Senator Terry Sanford urging that the United States stop sending arms and providing military training and other military assistance to Morocco. The mail includes a newspaper article "U.N. Peace Effort Is Seen at Risk in W. Sahara" by Tami Hultman and an action alert END U.S. SUPPORT FOR ZAIRE'S MOBUTU. The mailing discusses the Polisario Front, a guerilla war, United Nations Secretary-General Javier Perez de Cuellar, the UN Mission for the Referendum in Western Sahara (MINURSO), the House Subcommittee on Africa, U.S. Deputy Assistant Secretary of State for Africa John S. Wolf, the UN peace plan, the Saharan Arab Democratic Republic (SADR), the Organization of African Unity (OAU), Zaire's dictator Mobutu Sese Seko, the CIA, Jonas Savimbi, the May 1990 massacre of as many as 150 students in Lubumbashi, the International Monetary Fund (IMF), opposition forces, the Sacred Union, a national conference on democratization, Etienne Tshisekedi, Nguza Karl-I-Bond, Monsignor Laurent Monsengwo Pasinga, Assistant Secretary of State Herman Cohen, the Cold War period, Brent Scowcroft, and the National Security Council.
