The mailing says Prakash Ratilal, the director of Mozambique's National Executive Commission for the Emergency will visit Los Angeles in mid-November. An informal gathering with him will take place on November 16. The mailing says Vice-Minister Ratilal will also speak at USC and UCLA during his visit, addressing such topics as emergency aid, and destabilization and the economy.
