The mailing includes a letter from Jay Naidoo, the head of the South African trade union federation COSATU, reiterating his belief that, although sanctions must remain in place right now, planning should begin for the time when the ANC and its allies call for lifting sanctions after an interim government is in place. This is consistent with Nelson Mandela's appeal that sanctions to be "maintained until the installation of an interim government." In response to COSATU's request, The Africa Fund has consulted with TransAfrica, the Interfaith Center on Corporate Responsibility, and the Washington Office on Africa and has decided to ask key legislators around the country to sign a statement endorsing the principle that local sanctions policies should at the appropriate time be replaced with a code of investment principles to encourage corporations to address the legacy of apartheid. The mailing includes a CODE OF CONDUCT FOR INVESTORS IN A DEMOCRATIC SOUTH AFRICA by Jay Naidoo and Code of Conduct for Multi National Companies Investing in South Africa as discussed at COSATU Economic Policy Conference March 27-29, 1992.
