The mailing says Sally Motlana is being held incommunicado in a Johannesburg police station by the security branch of the South African Police under terms of South Africa's Terrorism Act. Ms. Motlana was arrested by two security policemen at her store in Soweto on October 25. She has been detained twice in the past: for several months in the wake of the Soweto uprising of 1976 and briefly in early 1977. She is vice-chairperson of the general committee of the All Africa Conference of Churches, vice-chairperson of the South African Council of Churches, president of the African Housewives' League, and a member of the council of the Anglican Diocese of Johannesburg. Also, she was a guest of the U.S. Department of State International Visitors Program in 1975. Her husband, Dr. Nthato Motlana, a prominent physician and chairman of the Soweto Committee of Ten, was held for a long period in 1977-78, although at the moment he is free. The mailing says the Bishop of Johannesburg has sent an open letter of protest to the South African Minister of Justice, Police and Prisons, James Kruger. The mailing includes the text of an Episcopal Churchmen for South Africa telegram to President Jimmy Carter. The mailing urges people to send messages to the President, Secretary of State Cyrus Vance, and South African Ambassador Donald Sole.
