The leaflet says the Wattville Concerned Residents Committee, a progressive civic association, has been involved in negotiations, known as the Benoni Joint Negotiating Forum, to create a single municipality including all races, with a single tax base that would benefit all area residents. The leaflet asks people to write Leon Wessels, Minister of Local Government and National Housing, to say the Wattville Town Council is acting unreasonably by refusing to sign the Land Availability Agreement which will enable the Independent Development Trust to release funds for development of Tamboville 1, demand that the Wattville Concerned Residents Committee be recognized as the legitimate representative of the people of Wattville, insist the government should disband the Black Local Authorities, and demand that the de Klerk government's order to merge the Black Local Authorities with white town councils before January 1993 be repealed.
