The terrorist campaign, earlier attributed to a mysterious "third force," is part of a government strategy to replace official repression exercised by apartheid laws with unofficial repression exercised by terrorism. The leaflet discusses Sergeant Felix Isaias Ndimene, AK-47 rifles, Major Nico Basson, "homelands," bantustans, destabilization, Operation Agree, the South African Communist Party, and Senators Edward M. Kennedy and John Kerry. People are asked to write to State President F.W. de Klerk and Ambassador Harry Schwarz to say they are shocked by the evidence that elements of the South African Defense Force have been committing acts of terrorism against black communities. People also are asked to write to President Bush and Members of Congress urging them to reimpose sanctions on the grounds that Pretoria has failed to negotiate in good faith with the black community and to convey the new evidence of terrorism by the South African government.
