The report says credit for the changes in South Africa goes to the anti-apartheid movement, which against the odds and at immense cost, persisted; credit is also due to the support of the international community, in which FreeSA donors have played a part. The report says apartheid does not just consist of racist legislation; its major purpose has been to achieve and maintain a lopsided distribution of wealth; blacks are dispossessed of land, denied acquisition of skills that would equip them to compete in the economic arena with whites; limited fair access to the national health care system and other services such as electric power and potable water. The report discusses the KwaZulu Bantustan, poverty, homelessness, unemployment, disease, the African National Congress (ANC), and the Group Areas Act.
