The pamphlet is a reprint of the memorandum by the Movimento Popular de Libertacao de Angola (MPLA) to the 15th session of the African Liberation Committee of the Organization of African Unity (OAU) in Dakar, Senegal on July 15, 1969. The visit by the OAU Military Commission to areas controlled by MPLA forces in the center-west of our country are another step forward in concretizing the OAU's support for the African peoples fighting racism and colonialism. The MPLA appealed for increased support in the form of arms, ammunition and drugs. The memorandum reports on successes by MPLA guerrilla forces in the First Region (the districts of Uige, Zaire, Kuanza Norte and Luanda), despite the barrier mounted by Congo Kinshasa against all supplies for our guerrillas. The colonialists have appealed to the Republic of South Africa for help, which is taking the form of increased numbers of helicopters and a few "experts," in accordance with the new tactic employed by the enemy to get closer to the guerrilla bases. The colonialist authorities have granted extraction rights to new mining companies, two of them American. The pamphlet discusses Cabinda, Moxico and Kuando-Kubango, Lunda, Malange, Bié, PIDE, Congo Brazzaville, Medical Assistance Services, nurses, agricultural development, UNESCO, Tenneco, sulphur, Diamond Distributors Inc., radios, and NATO.
