The conference issued an ultimatum that unless the government agrees to an interim government and an elected constituent assembly by July, there will be unprecedented mass action. The ANC decision was in line with the plans of the Congress of South African Trade Unions (COSATU) for action ranging from factory takeovers and marches to a general strike.
