Marches protesting the killings have been held throughout the country, and both the government and the ANC's National Working Committee have been meeting to decide how to respond. At the center of the conflict is the role of the homelands in a future South Africa. Most of the homelands, particularly Ciskei, Bophuthatswana and KwaZulu, have been strong allies of the government during negotiations. The next major step to resolve the conflict is likely to be a high-level meeting between the ANC and the government, let by Nelson Mandela and President De Klerk. The first United Nations Peace Monitors have arrived in South Africa. The strike by members of the National Education, Health and Allied Workers Union (NEHAWU) entered its 14th week with no resolution in sight. Winnie Mandela has resigned all of her elected positions in the ANC, as well as membership in the ANC Women's League. This follows the publication in a number of Sunday papers of a letter she allegedly wrote to Dali Mpofu, her colleague in the Department of Social Welfare, with whom she allegedly had an on-going affair. The document mentions the Ciskei Defense Forces, Brigadier Marius Oelschig, the South African Defense Force (SADF), police beatings, right-wing controlled towns, detention of leading organizers, the Orange Free State, the Qwaqwa homeland, AWB (Afrikaner Weerstandsbeweging or Afrikaner Resistance Movement), security forces, the peace accord, mass action, violence, Foreign Minister Pik Botha, UN Secretary General Boutros Ghali, COSATU, the Transvaal Provincial Administration, and conditions at hospitals.
