A prominent leader in the U.S. Senate is continuing to insist on abolishing the Development Fund for Africa (DFA), the special foreign aid fund which guarantees Africa money for roads, schools, immunization programs, and water purification for people in the villages. The mailing says the Development Fund for Africa was first proposed in the mid-1980s to block Reagan administration efforts to divert several hundred million dollars away from Africa and that Congress appropriated $802 million for the Development Fund for Africa last year out of a total foreign aid budget of $13.6 billion. The mailing says President Bill Clinton has included $802 million in funding for the Development Fund for Africa in his budget proposal presented to Congress in early February and has vowed to maintain the DFA but the Republican leadership in Congress has already declared Clinton's budget "dead on arrival". The mailing asks people to send letter to Senator Mitch McConnell, Subcommittee on International Operations, US Senate; and Rep.
