This report, published at the request of Special Committee Against Apartheid, sheds new light on the abuse and torture of detainees in South Africa, particularly since the imposition of the State of Emergency on July 21, 1985. The Southern Africa Project has received alarming reports of systematic abuse and torture of detainees in the context of arrests and detentions without charge or trial on a scale unprecedented since the State of Emergency in 1960.
