Mailing with an update and seeking contributions to the Africa Policy Information Center (APIC). Africans have been far more affected by the AIDS pandemic than people elsewhere; this crisis is a reminder of the double standard which has marginalized African lives for the past 500 years and which now divides the world between rich and poor. The White House recently declared HIV/AIDS a threat to U.S. national security, yet the Clinton Administration is requesting only $254 million from Congress to combat this devastating disease worldwide - 1/1000th of its request for the Pentagon. Most African countries are deeply in debt to international financial institutions and rich creditor nations; the average African government spends more money per year to pay its foreign debts than on national health care. APIC is increasing the visibility of critical African issues and providing information for activism on U.S. policies. The APIC Board of Directors has voted to pursue a merger with the Africa Fund and the American Committee on Africa (ACOA); this will increase our collective capacity to make a difference in public discourse on Africa and in U.S. policies. We aim to help achieve the cancellation of Africa's debts, an end to Africa's wars, and the promotion of fair trade and sustainable human development in Africa. We seek nothing less than an end to the GLOBAL APARTHEID that keeps Africa marginalized. The mailing mentions several international campaigns - to ban landmines, cancel poor countries' debt, and end illegal exploitation of diamonds and other natural resources. It also mentions the World Health Organization (WHO), the United Nations, De Beers, the Economic Commission for Africa, U.S. Africanists, sanctions, war, and African American state and local legislators.
