The newsletter reports that United Nations Secretary-General Javier Perez de Cuellar issued a report which sets out the UN plan for independence for Namibia and the Secretary-General proposed cutting virtually in half the size of the world body's UNTAG group which is to monitor the election process in Namibia and that the Council of Churches in Namibia sent an urgent appeal for UNTAG's size not to be reduced.
