The cover letter says with the end of the Cold War and the transition from apartheid to democracy in South Africa, the two themes that drove U.S. involvement in the African continent ever the last thirty-five years no longer apply; in the Washington policy arena-as in the U.S. media-Africa's successes and Africa's problems are almost equally invisible, except when a horrendous crisis on the scale of Somalia or Rwanda momentarily fills the world's TV screens; whether because people assume that the "Mandela miracle" has already overcome the legacy of centuries of racial oppression or because they write off most of the continent as hopelessly crisis-ridden, Africa most often ends up even lower than before en the foreign policy agenda; African efforts to confront their problems-to implement the new peace agreement in Liberia, to bring democracy to Nigeria, to address the aftermath of genocide in Rwanda and avert a return to war there, to find a way out of the economic trap of debt and low export revenues, to demand that governments live up to their human rights pledges-deserve international support. The brochure says APIC (Africa Policy Information Center) is a non-profit educational organization with the primary objective of widening policy debate in the United States around issues affecting the continent.
