This memorandum on the Anti-Apartheid Act of 1985 reports on the Siljander Substitute, which provides for mandatory Sullivan Principles, $1.5 million in National Endowment for Democracy funds, Ex-Im Bank and Overseas Private Investment Credit programs, and scholarship and human rights aid. The Gunderson Substitute would mandate the Sullivan principles, give money for black scholarships, Ex-Im Bank credit, OPIC credit, Human rights aid, and allow for Congressional discussion of sanctions against South Africa in two years. The mailing says the Dellums Substitute, identical to HR 997, would mandate a total trade embargo against South Africa, total immediate disinvestment or corporate withdrawal from South Africa, and other sanctions. The memorandum says Crane (R-IL) offered a motion to recommit HR 1460 with instructions that it would not take effect unless, within one year, the African National Congress (ANC) had renounced violence as a means of obtaining its goal. The memorandum says the Anti-Apartheid Act of 1985, as amended, passed by a vote of 295 to 127. The amended Anti-Apartheid Act has the following provisions: 1) prohibition on new US corporate investment in South Africa, 2) prohibition on commercial loans to the South African government, 3) prohibition on the import of South African Krugerrand gold coins, and 4) ban on computer exports to the South African government and its agencies.
